13 April 2022
The South African Communist Party (SACP) in Limpopo held its first Provincial Executive Committee meeting (virtual) on the 12th of April 2022 to reflect on key issues emanating from the 8th Provincial Congress that took place in March 2022, as well as the political situation in the country and globally. In this regard, the PEC had extensive deliberations on the deepening crisis of capitalism globally and in the country – most poignantly manifesting itself in the ever increasing unemployment figures, rampant corruption at all levels of society, anti working class neoliberal austerity measures, as well as the ever rising levels of poverty and inequality.
The PEC meeting took place two days after the national commemoration of the 29th Anniversary of Comrade Chris Hani’s death, with the main event having taken place at the Boksburg Thomas Nkobi Cemetery in Ekurhuleni. The assassination of Comrade Chris Hani, the former SACP General Secretary, on the 10th of April 1993, by Janus Waluz, a right-wing Polish immigrant, remains one of the saddest moments in our struggle for freedom, though it also propelled the racist apartheid government to agree to an election date in April 1994. Structures of the Party are enjoined to organize activities in commemoration of the Chris Hani month.
The PEC conducted an honest assessment of the organisational state of the Party in the province and nationally, and thus embraced the directive by the Central Committee for a thoroughgoing self-introspection and self-correction, as part of rebuilding and renewing the SACP.
On the other hand, the meeting noted a much more serious pattern characterising the degeneration of the Conferences and structures of the African National Congress as well as a systematic, but deliberate undermining of the renewal programme by some within the ANC leadership and membership. The PEC directs all the members of the Party in the Province to work for the unity of the ANC, to avoid divisions and factional obsession with names and faces. In this regard, members of the SACP at all levels should participate in the activities and conferences of the ANC on the basis of principles of anti-corruption, pro poor and pro working-class bias. Our stance against corruption is firm and unwavering. The PEC calls for acceleration of consequence management in relation to incidents of maladministration and swift investigations and decisive prosecution of all corruption related cases in the province.
The PEC commits to embark on a concerted programme towards the reconfiguration of the Alliance, as well as the coherence and unity of purpose within and amongst all the Alliance components – inclusive of and paying special attention to SANCO.
To further consolidate the hegemony of the working class and to maximize mass struggles on specific sectoral issues and against the devastating impact of capitalism, the Party shall strive to accelerate the building of a Popular Left Front in the province – in a way that will ensure a reconnection with several other progressive forces and the masses of our people generally.
In line with the 8th Provincial Congress declaration, the PEC reiterates the call by the SACP Central Committee for an end to the provocative US aggression and NATO expansionism in the territories bordering Russia, for an immediate end to the war in Ukraine, for an end to the USA’s economic blockade in Cuba and its isolation of Venezuela.
We continue to pledge solidarity and support to the Palestinian struggle for the independence of the Palestinian state, the return of refugees and release of all political prisoners held by the apartheid Israel state. Our support and solidarity with several other oppressed people of the world remain unshaken.
We join other progressive structures in mobilising and campaigning for the release of all political prisoners incarcerated in Swaziland, the unbanning of political organisations, the return of exiles and for meaningful dialogue between the regime and the progressive representatives of the people of Swaziland.
The meeting congratulated the new Party leadership at both Provincial and District level, and also took note of the growing interest that members and supporters are showing in the SACP. To further guide and galvanise our activists, supporters and potential members, the meeting reaffirmed the mandate of the 8th Provincial Congress in terms of which the PEC shall prioritise the building and strengthening of the organisational capacity of the SACP, at all levels, as the vanguard of the working class.
Our structures at all levels shall be strengthened on the basis of activism and campaigns. The PEC appreciates that the implementation of the decisions of the 8th provincial Congress as well as discussion documents in preparation for the July National Congress require a clear Programme of Action and a coordinated approach to guide the branches and supporters. Our Programme of Action shall be anchored around, but not limited to: popular struggles on issues of land restitution and food security, building co-operatives, job creation and structural transformation, transformation of the mining sector and meaningful participation of communities in the economy, transformation of the ICT network sector, quality education and access to quality health and social services, as well as generally defending the gains of the National Democratic Revolution as a direct route to Socialism.
In order to co-ordinate and guide the realisation of these objectives, the PEC elected a Provincial Working Committee and a Spokesperson, established Commissions and Committees and agreed on deployment of PEC members to Districts.
