SACP says no to top-down awarding of mining rights over the heads of affected communities!

The SACP has noted with concern the latest developments in Xolobeni in the Province of the Eastern Cape, and reiterates its November 2018 Augmented Central Committee statement welcoming the essential content of the South African High Court ruling that affirmed the principle that communities must be fully consulted before government allows mining companies to operate in their respective areas. The Augmented Central Committee characterised the thrust for meaningful and extensive consultation as an important victory, especially for the community of Xolobeni in their long-standing struggle.

The SACP calls upon the community of Xolobeni to forge unity and not allow divisions, including externally driven and sponsored divisions. The great importance of unity, of democratically forging a common voice, cannot be overemphasised. 

In exercising the powers and functions of governance, the government should have due regard to the fundamental democratic principle that mandate is derived from the people, and should avoid superficial consultation processes underpinned by outcomes that are in actual fact fait accompli

Balanced and sustainable, people driven development is crucial. All economic activities, environmental impact assessment and the mandate of the people should be taken into account before awarding mining licences. Where mining rights are awarded following due process, mining should not be allowed to destroy existing or potential development of other economic activities or sustainable livelihoods, including subsistence economic activities.
