SACP Western Cape Post Augmented Provincial Executive Committee Meeting Statement

Wednesday, 28 October 2026; The South African Communist Party (SACP) in the Western Cape convened an Augmented Provincial Executive Committee (PEC) Meeting via a virtual platform on Tuesday, 27 October 2026.

The meeting was augmented to include Party districts and election structures, with the primary purpose of assessing the SACP’s provincial state of readiness ahead of the upcoming Local Government Elections (LGE). The meeting also discussed the organisational and political reports, the proposed Proportional Representation (PR) Councillors List, including the balancing of the list, as well as the SACP’s framework for a principled approach to possible coalition arrangements, in alignment with the Party’s political programme and ideological principles.

The Augmented PEC emerged from this meeting with confidence that the Party structures are well prepared and ready to discharge the work required to ensure that the Party makes a much anticipated and significant electoral impact.

The meeting welcomed and characterised the re-election of Brazil’s President, Lula Da Silva, as a victory for the working class and a declaration of its confidence in the Left, particularly in the communists. It further viewed the outcome as a reaffirmation of socialism as an alternative path to rescuing the working class from the brutality and atrocities of capitalism and imperialism across the world.

The meeting further noted with utter disgust and strongly condemned the elimination of communists ahead of the upcoming 2026 local government elections, viewing it as a manifestation of growing political intolerance. This follows the cowardly assassination of Comrade Ernest Fiphaza in the Eastern Cape, who was a Ward Councillor Candidate at the time of his murder. The meeting expressed its deepest condolences and solidarity with Comrade Fiphaza’s family, friends, comrades, and all those affected by this tragic loss.

In addition, the meeting noted the continued attacks and attempts to isolate the Party’s General Secretary, Comrade Solly Mapaila, by those threatened by the SACP’s assertion of its right to contest state and popular power, including through its participation in the Local Government Elections, particularly within the fraternal Alliance movement. The PEC vowed to confront those who continue to perpetuate the onslaught against the Party’s leadership for implementing and safeguarding the resolutions of the Party’s congresses.

Finally, the meeting agreed on the final election programmes for the coming weekend across the province, during which the districts will host Victory Rallies and Red October launches, bringing together the South African Communist Party (SACP) and the Congress of South African Trade Unions (Cosatu).

As part of these programmes, the Party’s National Treasurer, Comrade Joyce Moloi-Moropa, will share the stage with Cosatu President, Comrade Mike Shingange, to address the Brian Bunting District – Cape Metro Victory Rally, dubbed “Red Sunday”. The rally will take place on Sunday, 1 November 2026, at Ruth First Community Hall in Site C, Khayelitsha.

Meanwhile, Comrade Joyce Moloi-Moropa will also lead the Che Guevara District’s Red October launch in Louwville, Saldanha.

Let us build people’s power where we live!
