4th District Congress Declaration: "Building the party of the working class towards socialism"

We, the 164 delegates to the Mbuyiselo Ngwenda 4th District Congress united in song, content and in form gathered under the following theme "Building the South African communist party of the working class towards socialism" from 06 to 08 November 2015 at Woolboard Conference Centre, Port Elizabeth.
We, as the congress had noted that globally and domestically the working class and the poor continue to face the inhuman brutality of the Capitalism on daily basis, as a result the congress felt it be fitting to echo the following words from Communist Manifesto. "The proletariat have nothing to lose but their chains. They have a world to win." a sentiment sometimes rendered as "workers of the world unite you have nothing to lose but your chains."
After having assessed where we are, in terms of the National Democratic Revolution (NDR), also after making an analysing of threats, weaknesses and strengths to the NDR, the congress agreed that we must still pursue NDR as the direct route to socialism.
On the domestic Balance of Forces, the Congress agreed that we were meeting in a period in which immense opportunities had opened up for us to accelerate the implementation of our programmes.
On International Balance of Forces, the Congress noted that, positive developments had taken place in the global arena in the last few years, allowing for greater assertion of the agenda of developing countries and the poor worldwide.
This is however counter-balanced by many unfavourable factors, which we need to continue to engage in the interest of social progress.
We are also encouraged by the new confidence and determination across Africa to mobilise for the reconstruction and development of the continent, improve capacity to carry out such programmes, resolve conflicts, and introduce democratic systems of governance. While there may be difficulties in this trajectory, we are convinced that this historical movement is on the ascendancy.
On the local balance of forces, the congress noted the attack of our alliance by the opposition parties and the congress believes that this is not a new tendency from the now desperate opposition, furthermore the congress is satisfied with this arrangement because the dogs do not bark at stationery vehicle, and the faster vehicle moves the louder the dogs will bark. Lastly the congress noted the need to organise all progressive left forces to strengthen the revolutionary alliance. The congress affirmed the Party support for the ANC, as result priority number one is sealing the Nelson Mandela Bay Metropolitan Municipality for the overwhelming victory of the ANC in upcoming 2016 election.
Amongst many other things the Delegates declared the following:
- That the SACP in the District must convene an urgent public sector summit.
- That the elected leadership must spearhead the applications for funding of more than 5000 informal businesses and about 1000 co-operatives.
- That the SACP must be at the forefront of cascading the state of governance address to the ward level, in the form of the State of the Ward Address (SOWA)
- That the elected leadership must lead the campaign for the establishment of Industrial Units.
- The congress appreciated that the district is located in the Eastern Cape economic hub with high concentration of industrial proletariat and congress further expressed a strong view on the encroachment by big Retailers like Shoprite, Spar etc.
- The congress further called upon the elected leadership to convene an urgent meeting with the M.E.C for Education in the province. It also had a strong view that the suggested summit referred to above must place education issues as a matter of priority.
We as the delegates also elected a collective of committed women and men with different expertise and revolutionary credentials. They are elected amongst other things to play a twin task in representing the aspirations of the workers and the poor also at the same to vanguard the workers and the poor in the Mbuyiselo Ngwenda District.
