SACP 5th District Congress Declaration Josie Mpama District, Free State Province

The South African Communist Party (SACP) in Josie Mpama District held its 5TH Congress on 22 February 2015 at Koppies in Ngwathe Local Municipality.

The Congress was held under the theme: DEFEND, CONSOLIDATE AND ADVANCE THE NDR FOR SECOND PHASE OF RADICAL ECONOMIC TRANSFORMATION.

The Congress was attended by 95 delegates representing 19 branches. Also in attendance were three members of Provincial Executive Committee led by the Provincial Secretary Bereng Soke, leadership of the Young Communist League (YCL) in the District, Provincially and nationally, and our alliance partners.

The Congress reaffirmed the continued relevance of the struggle for socialism in South Africa and internationally. The Congress commits itself to work together with the alliance partners to ensure an overwhelming victory for the ANC-led alliance during the local government elections in 2016.

The Congress also reaffirmed its commitment to the struggle for working class and calls on workers, the progressive labour movement in particular and labour movement in general, to prioritize the unity of the working in diversity of the working class and poor in practical, on-the-ground work.

The Congress noted the emergence of the ultra-left tendencies and its alliance with the Right-Wing elements. The current ideological love-feast between bourgeois ideologists and Troskyism reflect certain important new tendencies in anti-communism and anti-majoritarian. In South Africa, this manifests itself in a form of the proto-fascist party of the most corrupt tenderpreneurs, which has become a willing extension of anti-majoritarian conservatives of white privilege. The disruption and the ultimate evacuation of the SONA by the alliance of the right-wing forces of counter-revolution bears testimony to this.

The Congress noted with concern failure to resolve labour issues in the municipalities which leads to unnecessary labour unrests. This impacts negatively on the developmental mandate of the local government to provide basic services to the communities. The Congress mandates the incoming District Executive Committee (DEC) to engage the ANC and COSATU with a view to avoiding the recurrence of the strikes in our municipalities. The Congress calls for the immediate reinstatement of the dismissed workers in Metsimaholo Local Municpality.

The Congress noted the unacceptable high level of pollution emanating from big industries like SASOL and Arcello Mittal. The Congress also noted that our communities are not benefitting from a massive profit made by these industries..

The Congress further noted with concern the persistent rising of racist incidents where the majority of our black people are on the receiving ends.

Congress commended the people of and the revolution of Venezuela for defending itself against US imperialist backed attempted coup. We condemn in the possible strongest term the Obama administration’s involvement in the affairs of Venezuela.

The Congress therefore resolved to:

Support the review the National Development Plan in line with outcome of the Alliance Summit, based on the principle that the plan is not cast in stone, and that it is subject to continuous engagement.

Push for an end to commodification and financialisation of basic service, including health care, ensure that the National Health Insurance Scheme is successfully implemented.

Strive for the unlocking of the potential of the SMMEs, Co-operatives, township and rural entrepreneurs.

The incoming DEC is mandated to have a joint programme with Sedibeng DEC with a view to striving for beneficiation of co-operatives and tackle environmental issues in the local area.

The incoming DEC must embark on political education programmes. To leverage on the Party’s key Campaigns such as the Know and ACT in Your Neighbourhood and the various Red October Campaigns to remain deeply rooted within our communities and abreast on issues that directly and daily affect them.

Closing social distance between our people and the liberation movement and the democratic government through the intensive implementation of POA and campaigns.

Eradicate racism and all related intolerances in our country.

The SACP to lead in mobilisation of the rural and farming communities and building consciousness of the farm workers and dwellers.

The Congress call on Obama administration to end in totality the economic blockade against Cuba.

We pledge our solidarity with the people of Palestine in their struggle for self-determination.

We call for the immediate and unconditional release of PUDEMO leader, Cde Mario Masuku, who is still languishing in Swaziland jail.
