“Communist Cadres to the Front: Unite the Working Class, Our Communities and Our Movement!”

We, the 74 delegates from branches of the SACP in Phillip Radebe district, alliance formations, COSATU and SANCO and our youth wing, YCLSA; gathered here at JVM Hotel, Ngodini on 12 - 13 March 2016, under the theme “Communist Cadres to the Front: Unite the Working Class, Our Communities and Our Movement.” The congress received messages of support from COSATU and SANCO, a political input from the YCLSA and an address from SACP 1st Deputy Provincial Secretary, comrade Lucky Mbuyane. It further received and adopted all reports as required by the constitution.

Congress reflected on many issues drawn from all speakers and committed to embark on campaigns to ensure that the aspirations of the working class gain hegemony in all sites and terrains of struggle as encapsulated in the South African road to Socialism.

On Local Government Elections:

The congress reaffirms the support for the African National Congress in the forthcoming local government elections and commit to ensure an overwhelming majority for the ANC-led alliance.

The congress recommit to the Central Committee position that the SACP will not be able to support ANC candidates imposed on communities in violation of the ANC’s guidelines on how to elect a candidate. Legit candidates endorsed by communities are relevant to represent the aspirations of the said communities and the ANC should deal decisively with those seeking to disperse patronage, and impose their cronies.

The congress mandated newly elected leadership to develop a common programme with COSATU and SANCO that will assist in electioneering.

State of the Alliance:

We believe only a consolidation of working class hegemony and putting into practice the view of the alliance being a strategic centre of power will solve the challenges faced within the liberation alliance in particular in the province.

We acknowledge the efforts made by COSATU for the Provincial Alliance Summit to sit, however it seems there are obstacles around this matter as it has been postponed four times from its first proposed date of sitting.

We believe the main objective of the alliance should be to deal with tendencies undermining the National Democratic revolution and undermining the genuine unity of the liberation movement.

Release the KaNyamazane Report:

Congress notes with disappointment the tactical delay from the ANC National Executive Committee to release the report on the violent siege of the Joe Slovo and Jimmy Mohlala Memorial Lecture at KaNyamazane in 2015. These are some of the things that make it difficult to work as a collective with the leader of the alliance towards the elections in the province in particular in this district.

We call on the national leadership for once, to consider intervention in this province just like any other province that they intervene within a flicker of an eye. We demand the release of all pending reports on Mpumalanga.

Janus Waluz Must Rot in Jail:

The congress noted with utter disgust the court decision for the release of the killer of our former General Secretary, comrade Chris Hani. Noting that, the TRC rejected amnesty for the murderers of Cde Chris Hani on the grounds that they had not told the truth about the assassination and failed to show remorse. On that note, we totally reject with contempt it deserves, the release of Janus Waluz. Life sentence must remain as it is, actually he would have being sent to the gallous if death sentence was not abolished.

We support the decision to challenge the court decision by the family of comrade Chris and the Party. Further dismiss any suggestion for that murderer to be deported back to his country of birth.

Political Education Programme:

The Party in the district will embark on a vigorous political education campaign, with emphasis on the youth as the most vulnerable to be captured by Lumpen-Tenderpreneurs. The district is one of the most targeted with high level of patronage through the state and dirty money hence the need for thorough political education.

On Gender Struggle:

Gender struggle remains a societal issue and we will embark on gender awareness programmes and campaigns as the oppression on the historical oppressed gender grows within the province through elements of the superstructure to entrench inequality.

Stand up against Exorbitant Toll Gates:

We regard the toll-gates fees in the province as a violation of human rights, as they restrict the freedom of movement for the historically disadvantaged communities. We will alongside with our reliable left-orientated COSATU embark on the campaign for the eradication of the toll gates in the district and province at large.

On the Debt owed to Eskom by Municipalities:

Congress noted that there are many municipalities owing Eskom huge amounts in the province and nationally. The move by Eskom to cut-off electricity will be detrimental to the affected consumers and the poor working class. We therefore call upon Eskom to write-off all the debts and start to explore modalities of supplying electricity directly to the consumers.

Workplace and Trade Unions:

Congress resolved on ensuring that we build workplace units in order organise worker leaders for programmes of the Party and to consciountise workers regardless of affiliation, and to defend the unity and cohesion of COSATU in our quest for socialism. We pledge support with workers who were dismissed at Umbhaba and vow to engage in campaigns aimed at leaving the employer with no option but to reinstate the workers who were exercising their constitutional rights to freedom of association. We will further work closely with FAWU to fight for workers at Visagie farm.
