Memorandum Outlining the Plight of the Working Class – Swartland Municipality

This memorandum, the issues detailed below and the service delivery march that has taken place today illustrate the overwhelming contempt of the Swartland Municipality inept and often class bias implementation of basic services and provisions.

The fall of apartheid didn’t necessarily translate into the complete abolishment of race, class and gender oppression and the elimination of apartheid practices. The current structure of the Western Cape and Swartland in particular still reflects in all material respect the foundation and development of the apartheid past.

Over the years, Swartland Municipality, we have seen the worst brutality which was used by the Democratic Alliance (DA) against working class community members based on race. The divide and conquer policy has always been one of the strategies the DA is using between the Coloured and African working classes.

Thus as the SACP, together with the boarder community we have taken a decision to march to this office to highlight what we reject out rightly and therefore demand what belongs to us as enshrined in the South African Constitution.

Far too long this Municipality has been neglecting the demands of poor people. Thus it has become apparent to the SACP that this Mass-March is our last option in engaging with this municipality, which resembles by the way, the old apartheid regime policies confirmed by how it delivers services.

The following are the issues which as the SACP and the entire working class community residing within the Swartland municipality are not happy with:

  • We demand descent housing, water and sanitation for farm dwellers
  • Reject the eviction of farm dwellers
  • Racially exploitation and abuse of farm workers
  • Against the abuse of pensioners and total neglect Disable people
  • Demand clean Water
  • Reject the proposal of building houses in 2020 by Municipality
  • Demand accountability on 3 million donation from PPC Cement which has been squandered by municipality
  • Demand an explanation Why 2 million wasted in building to Hockey Turf whilst the poor children continue to have none
  • Against the negligent of the EE and AA policies by Municipality

We know that we are building from the work of other progressive social formations that have knocked at the closed doors of the DA administration since its ascendance to power. These formations have been received with extreme arrogance and have noted the tendency by the Municipality to undermine and simply ignore their grievances.

The aforementioned issues are to be taken into consideration and addressed with the utmost urgency. We demand that this memorandum be principally answered within fourteen (14) days from its delivery to the below mentioned deliverer:
