SACP Fourth District Congress Declaration: Brian Bunting District, Western Cape Province

We, the over 80 communist militant revolutionaries convened in our 4th Brian Bunting District Congress from 15-16 November 2014, determined to pursue fundamental transformation of our country`s economy to serve the interests of the workers and the poor.
Our Congress, characterised by robust discussion on social and economic disparities within the Cape Metro, resolved to intensify the struggle to change the patterns of the skewed economic development through building a solidarity economy characterised by thriving cooperatives and cooperative banks. Guided by our congress discussion document titled "Transform the Cape Metro Economy to Serve the Masses" we are committed in ensuring that the state is de-tenderised.
In the City of Cape Town the ANC-led Alliance constitutes an opposition to the party of white privilege, the "Democratic Alliance" (DA) which is in charge and is against the National Democratic Revolution. This requires effective opposition inside and more importantly outside the council chambers, right in the communities. In this context the unity of the Alliance on the ground, further uniting the masses to resist the onslaught by the oppressive by the neo-liberal DA government. Rebuilding organs of people`s power is a critical task that we will undertake. We reject racist DA apartheid paradigm, and vow to advance integrated human settlements and non-racial societal integration.
Congress rejected the tendency of reducing ANC organisational processes to council chambers and palace politics. It is high time the people reclaim the ANC from the corrupting influence of money and tenders. We pledge to play a leading role in this regard.
In building an alternative economic system, we will press for the poor to be given land for economic use as opposed to capitalist greed and parasitic speculation. We will push for public funds, including workers funds, to be redirected to co-operatives development, co-operative banks, and transformation in general, as well as community development.
We are extremely concerned about the recent threats to political leadership and membership of the Alliance by criminals. As communists we will ensure that our movement is protected from any form of criminality and thuggery. We are also concerned about the weaknesses within SANCO which have a negative impact on organs of people`s power.
As delegates we were strengthened to march in the vanguard and in this regard we received messages from Comrade Solly Mapaila - the Second Deputy General Secretary of our Party, Comrade Zingiswa Losi - the Second Deputy President of Cosatu. We were privileged to receive reach analyses of the global balance of forces, the crippling crises of capitalism and the situation within the labour movement, in particular Cosatu.
As the vanguard Party of the workers and the poor, the Party of socialism, we regret that the labour movement, especially Cosatu, is faced with serious challenges that threaten the unity of our progressive trade union movement and the working class. We have the duty to defend the right of the leadership of the federation to protect its principles and discipline. It is untenable that some groupings and individuals will set themselves in position opposition to the Alliance and Cosatu from within in the name of all members which cannot be true. The corrupting influence of business unionism must be rejected together with any form of ill-discipline, populism and demagogic opportunism.
As delegates we reaffirmed our support for the minimum programme of uniting the Alliance the basic programme of the National Democratic Revolution which is the Freedom Charter. We more than convinced than ever before that the successful revolutionary completion of this struggle will lay the indispensable basis for an advance towards socialism. Those using the Freedom Charter as the pretext to abandon the Alliance, collude with counter-revolutionary forces and retard our revolution are nothing but disingenuous counter-revolutionaries looking for a scapegoats in order to advance long-standing agendas. We condemn this in the strongest terms possible.
As communists, armed with advanced revolutionary theory, we are energised after this congress and commit to challenge demagogy and neoliberal agenda from the DA against the poor. In `Going to the root`, we will use our right to challenge the DA - the shop steward of big business - and to change the structure of our economy to serve the interests of the workers and poor.
