South African Communist Party Northern Cape Province PEC statement

12-13 November 2010

Introduction

The 7th Plenary session of the 3rd Provincial Congress PEC meeting which was convened on the 12-13 November 2010 in Upington was attended by PEC members and district secretaries and chairpersons. This important meeting received the political and organizational reports. Key to the reports was the noting of the tenth year anniversary of the SACP as a constitutional structure in the province; a brief report on the ANC NGC on its emphasis on revolutionary discipline and Renewal; our Red October campaign which is also celebrating ten years of ongoing mass mobilization against monopoly capital and advancement of Socialism; and further called on the intensification of the fight against crime and corruption and finally received a report on the forth Local government elections in 2011.

SACP tenth year anniversary in the province

As part of celebrating our anniversary, all our structures from branch, district and at the provincial level will be embarking on a festival of commemorative lectures; to take stock of and draw lessons on how difficult it was to build a strong vanguard Party in the Province. In all these lectures whilst reflecting on the evolution of the Party since it`s unbanning in 1990 in the province we will reflect on the major campaigns and programmer undertaken by the Party.

The ANC NGC, 2010

We welcomed the NGC through its president, Veterans and delegates of the ANC in reaffirming the values of our movement which so many people lived and died for, but more importantly the issues of discipline featured very high on the agenda. It further reminded us that the ANC and its alliance do not only lead their members but, we lead the general society as a whole. The NGC also emphasized the absolute necessity of our alliance, and reaffirmed its character as articulated in the President`s political report.

2010 Red October campaign

Focusing on the `Financing Development –with and for the workers and the poor`, we neglected the transformation of the public Development Finance Institutions (DFI`s) – those owned and controlled by government. The time is right to shine our transformation spotlight on the activities and investment mandates of the DFI`s – the Public Investment corporation, the Industrial Development Corporation, the Development Bank of Southern Africa (DBSA), the Land Bank, Ithala Bank, the Housing Finance Corporation, and a host of others. As we once more debate `Financing Development`, we must have a special focus on DFI`s.

A brief look at the role of the Public Investment Corporation (PIC) illustrates the kind of issues that a renewed campaign should highlight. The PIC is wholly owned by the government and manages assets of R740 billion (March 2009), mostly on behalf of the Government Employees Pension Fund (GEPF). The PEC meeting further resolved that all our municipalities should give progress report to our communities on the moratorium of land, and what the status quo is around this matter. Our municipalities are also tasked to jerk up its service delivery in the province, where some small interventions are needed we must implement in seeking to restore back confidence and trust on the ANC led government.

Local Government Elections 2011

The PEC fully recommitted itself to work around the clock in ensuring that the ANC wins all the 27 municipalities with an overwhelming victory. Already some Party districts have started to engage the communities through listening forums and highlighting the plight of our people to the strategic government departments and leadership.

As the province we will mobilize our communities that we must be informed and want to see how the money set aside for the Provincial Growth Development Funds is redirected to the disadvantaged communities. We call for transparency on the PGDF and a moratorium on the disbursement of the PDGF, until such a time that the working class and the poor have influenced the character and feature of the PGDF. Ours (the Party) is one more towards the Socialization of the PGDF.

In the immediate we must ensure that our call for an urgent convening of a national summit of both public and private financial sector institutions around the funding of the five priorities of government, a new growth path and the Industrial Policy Action Plan (IPAP) and to review the Provincial Growth and Development Strategy.

Fighting Crime and Corruption

Going forward we must intensify our struggle against corruption which amongst others must include Mobilize all our localities to expose all forms of corruption in both the private sector and public sector Strengthen the labor movement to fight corruption at the work place and in society broadly Develop a mass movement to defeat the scourge of corruption And strengthen the criminal justice system including SARS and the Chapter 9 institutions to fight the scourge of corruption.
