SACP Western Cape statement at the 6th Provincial Congress

The SACP Western Cape held its 6th Provincial Congress on the 18-20 June 2010, which discussed robustly, frankly and openly, amongst others, the state of the organization, political report, finance report, 2010 programme of action etc. The provincial congress duly qourated, which was addressed by the General Secretary of the SACP, Dr Blade Nzimande, was attended by delegates from branches across the province, districts, provincial executive committee members, Central Committee members, Young Communist League and alliance partners.

The Congress under the theme "reclaiming the political power in the western cape to advance working class hegemony" concluded the congress with series of resolutions emanating from various commissions, such as State & Economic Transformation; Governance and Local Government elections; Gender and Social Transformation, Party Building and International Solidarity.

Central to the deliberations, was the building of the party and taking forward SACP 12th Congress decision to establish voting districts based branches as part of a mass rooted and relevant organization to the needs of our people, especially in the western cape and towards the attainment of the 500 000 membership, nationally, by 2014. The congress has resolved to enhance and entrench the culture of communist activism in the province; to build the party that is capable of realizing the objectives of the MTV and position the SACP in the position as the vanguard of the working class and the poor, especially as the party has declared 2010 as the Year of the Branch; intensifying ideological work and building functional structures that are capable of driving campaigns of the working class and the poor in the province.

The congress has understood that organizational development will not occur in isolation from key issues that are affecting service delivery in working class communities, which will form core element of the party’s programmes in the province. In forging working class unity a concerted effort will be made to build branches, especially with biasness in coloured working class communities, with clear targets for all our districts in the province. As we advance our 2010 programme of action we will work closely with the African National Congress and Congress of South African Trade Unions in a reconfigured alliance to ensure an overwhelming victory for the alliance in the 2011 local government elections. The provincial alliance political council must be convened by the alliance secretariat to develop collective approach to 2011 elections, for example on the election strategy, deployment of cadres into the local government elections etc.

The congress has called upon members of the party to be actively involved in the process of rebuilding the ANC to ensure that the ANC is a multi class organization, a campaigning organization that also implements priorities of the ANC as in the Manifesto and Polokwane resolutions.

The congress has acknowledged that since the inauguration of the ANC Provincial Task Team (PTT) in the province alliance relations has improved, hence therefore the congress calls upon all alliance partners to rededicate its structures to building unity and cohesion of our liberation movement as we firmly believe that the ANC is a relevant vehicle to advance, deepen and defend the national democratic revolution. The congress has further called upon the implementation of the 20th May 2010 Alliance Summit resolutions, as they have defined the common programme of action for the alliance in the province. The congress resolved that the SACP in the province must play a key role in strengthening the revolutionary alliance of all classes and strata whose interests are served by the immediate aims of the national democratic revolution.

Amongst the key pillars of the 2010 programme of action in the province will be the intensification of the struggle against corruption and patronage, especially having observed that in Cape Town millions of rands have been distributed to a DA connected Company without following tender processes under the leadership of the Hellen Zille. The congress condemns the spoilt white bourgeoisie media attitude as it continues to protect Helen Zille and the DA on corruption, while it spare no time to deal with the ANC. The congress has noted with regret the resurfacing of reactionary elements who are corrupt and spoilt, in the form of tenderpreneurship, these individuals are hell-bent to loot state resources and are prepared to divide the ANC if their personal accumulation of wealth is not guaranteed. To us as the party corruption is corruption, where ever it occurs, whether in the state or private sector because it is tantamount to daylight robbery and looting of the resources which are meant to benefit the working class and the poor, hence we will always "red card" corruption. As part of our programme in the province we will hold Provincial Indaba against corruption and mobilize our society against this cancer. Party congresses condemns the purging of mainly the coloured and african employees through the so called modernization process by the democratic alliance led administration..

The congress calls upon the Parole Board members not to consider any application to parole the assassinators of Cde Chris Hani, and calls upon President Zuma administration to launch full judicial inquest into all circumstances surrounding the brutal assassination of Cde Chris Hani.

The congress has registered its displeasure in speculations relating to charging the General Secretary of Cosatu, by the ANC, the congress views this as the continuation of the work of the 1996 class project, to silence the leadership of the working class and the poor. Plotting and conspiring to silence the leadership of the working class and the poor through frivolous means will not derail the alliance in advancing, consolidating and defending the national democratic revolution.

The congress also joins the South Africans in wishing Bafana Bafana well and successful hosting of the World Cup, this event has brought working class communities across the world, who are affected by brutal system of capitalism. Many team supporters are in South Africa from their savings to enjoy our country, lets open our hands to welcome them and make them feel at home and comfortable. This reality shows that we remain one people all over the world and after this World Cup we should all benefit especially the working class and the poor.

The congress condemns in strongest possible terms any insinuations and vexatious intentions to target foreign nationals after the world cup. As the communists we are inspired by the gallant fight of North Korean Team for which we share common ideological perspective.

The congress condemns the recent brutal actions by the Israel government and calls upon the international community to establish a commission to investigate these well orchestrated atrocities.
