SACP Statement on the Release of the 12th National Congress Draft Programme

The SACP is pleased to publicly release its draft political programme already being discussed by its structures as from the beginning of this month in the run up to our 12th National Congress in July.

This draft political programme is a culmination of more than two years of discussions and debate both within and outside our structures since the SACP`s Special National Congress held in April 2005. Amongst other things, this discussion has been based on our `State Power Discussion Document`, which we released in May 2006; our Augmented Central Committee held in November 2006; and the National Policy Dialogue held in February this year. This draft programme attempts to pull together into a single document the discussions and debates from all of these documents and debates.

One of the key aims of this draft political programme is to provide an overarching framework for the SACP`s strategy and tactics and our programme of action for the next coming five years. Congress will specifically develop a concrete programme of action based on the pillars of our Medium Term Vision (ie. the challenge of building working class power in the state, the economy, the community, the workplace, the international arena and ideologically). Part of the programme of action to be developed at congress shall also focus on specific policy positions of the SACP on various issues, e.g. HIV/AIDS, the Alliance etc.

Obviously this draft programme has benefited from the SACP`s own reflections on the ANC Policy Discussion Documents currently under discussion towards the ANC`s National Policy Conference at the end of this month. The documents (ANC Discussion Documents) have been useful to the extent that we are dealing with the same challenges in the alliance. Furthermore, the draft political programme has had a benefit from reflecting on the resolutions of the 9th National Congress of COSATU.

The SACP also hopes that perspectives in this draft political programme will in turn contribute to the discussions prior to, and at, the ANC`s National Policy Conference.

With these, it is all systems go for our 12th National Congress.
