SACP Skenjana Roji 2nd District Congress declaration

We the delegates from the branches of the South African Communist Party in Skenjana Roji District having gathered at Carnegie Hall, Gonubie in East London under the theme "consolidate building blocks for socialism, with and for the works and the poor". Our congress has been joined by our allies, the African National Congress (ANC) and Congress of South African trade Unions (COSATU).
We join millions of South Africans, Africans and people across the globe in wishing Cde Nelson Mandela a speedy recovery. We regard Tata Mandela as the true leader of our people who sacrificed a lot for the people of South Africa to attain freedom. The SACP rejects the neo-liberal agenda of the DA led alliance as the imperialist shopstewards who wants to distort the legacy of the former President of the ANC.
On defending deepening and advancing the NDR:
The congress re-affirmed and committed the SACP and all authentic revolutionaries to deepen, advance and defend the National Democratic Revolution (NDR) as the direct route to socialism and not a detour. NDR is a single struggle, un-interrupted thorough going of the people`s struggles to address interrelated contradiction of national, gender and class oppression in our country.
We are of the firm view that the people`s organs ought to be strengthened as to deepen the participatory democracy in South Africa; The South African electorate must be active participants in their governance and development. The popular mandate given by the people must be used to deepen the NDR than only being consensus seeking in class divided society.
The continued right wing attacks to the National Union of Mine Workers (NUM), Congress of South African Trade Unions (COSATU) should not be viewed outside the attack of the ANC alliance and the people`s government. These are attacks to the majoritarian character of our democracy as the DA led imperialist would seek to reverse the gains made in this country.
Economy:
The capitalist mode of production is in crisis throughout the globe, the working class is always the ones carrying the burden and the scars of this cruel production system. In this district of ours the level of unemployment as has been revealed by the Statistics South Africa of 2011 is at 35% in the Buffalo city which in our view demands an urgent response from our local sphere and government through creation of decent jobs for sustainable livelihoods.
In South Africa unemployment, poverty and inequality remain structural and deep rooted; in the 18 years of democracy the property relations remain unchanged except the co-option of few black faces. The congress re-affirmed the SACP perspectives of changing the dependence of South Africa on the mineral-energy finance capital, which is export orientated, as it is unsustainable.
It is against this background that the congress has resolved for the party to convene an urgent economic summit which will serve as basis for radical economic transformation for the workers and the poor. We, the SACP are calling for intensive training on cooperatives and the development of industrial policy for infrastructure and developmental projects by Buffalo City Metropolitan Municipality.
We are calling for promotion of labour intensive through infrastructure projects and increase on infrastructure for the benefit of the workers and the poor. Our municipality working with the Provincial Government must ensure revitalization of townships in Buffalo City. We are once more calling for BCMM procurement policy which will support local production, employment and SMME`s. We further call for the resuscitation of factories in the Dimbaza area and. The land summit must be convened, with the view to develop more radical land reform program including measures for land expropriation and the banning of foreign land ownership in our district and the country at large. The municipality should work on urgently unlocking of the strategic parcels of land, i.e. state owned land and Transnet owned land.
We support nationalization which is working class orientated for socialization of means of production and this includes to immediately re-nationalize SASOL and ARCELOR Mittal for the energy needs of our country.We further call for the municipal to consider incentives to support investors that have an ability to create sustainable jobs inclusive of living wage.
On the alliance:
We recommit ourselves as the South African Communists to work tirelessly for the unity and cohesion of our long standing revolutionary alliance. Ours is not only an alliance of organisations in the same geographical space of operation but an alliance of classes, it is therefore imperative for this alliance to value its unity; for its collapse will be feeding to the hands of imperialist forces. The collapse of this alliance would be a defeat of the National Democratic Revolution (NDR) and the people`s camp.
Young Communist League of South Africa (YCLSA):
The congress appreciates our Young Communist League of South Africa, uFasimba as the advance detachment of working class youth. Our YCLSA is tasked with immense responsibility to organise young people towards the realisation of socialism under the ideological leadership of the SACP.
We commit ourselves to building a vibrant and ideological sound YCLSA of the party in the district which remains a beacon of hope to young and the vulnerable.
Attacks against `foreign` nationals
The congress expressed its disgust at attacks on foreign nationals in some areas of our province. We commit ourselves to use all our public platforms including our branches to communicate a message of international solidarity and co-existence and further educate people against xenophobic violent acts.
Conclusion:
We recommit ourselves to building the strong SACP in Skenjana Roji , in content and otherwise. We further commit ourselves to fight against corruption which is an element of capitalism.
