SACP Overberg District Congress Declaration

On the 28th September 2014, the SACP Overberg District held its Congress at Swartberg Primary School in Caledon Western Cape.
We, the more than 80 Communist militants representing over 15 branches mark a crucial milestone through a successful launch of Overberg District for the first time since the establishment of the SACP in 1921. The 28th September 2014 will be recorded in the revolutionary history of the SACP as the beginning of disciplined militant attack on the exploitative and racist capitalist hegemony in the farms and factories in the Overberg. Overberg District covers Grabouw and Caledon, Harmanus and Cape Agulhus.
As delegates we note that the shop steward of capital, the DA is actively colluding with capital in the parasitic exploitation of the Coloured and African working class. Most of the Municipalities in this District are led by the DA and used to perpetuate the backward divide and rule pitting the African and Coloured Working Class in the provision of basic services. We condemn the DA`s divide and conquer tactics with contempt. The DA-led municipalities are excessively corrupt, extending patronage and entrenching favouritism and discrimination and therefore sowing disunity among our people.
We reject and we will ultimately defeat racism and advance unity amongst the working class towards consolidating the National Democratic Revolution.
We reaffirm the correctness of our analysis that the political economy of the District perpetuates Colonialism of a Special Type where land and wealth is possessed by the minority based on the legacy of white supremacism and capitalist exploitation of the majority.
The main activities of the economy are farming and fishing and these primary sectors require diversification and manufacturing. It is against this background, among other critical considerations, that we support the correctness of the strategic direction to advance and deepen our Second, More Radical Phase of the NDR.
We openly declare to forge the struggle against farm evictions and exploitative behaviour of farmers and other business groups in our district.
We further declare that the unity of the Alliance is paramount and the unity of the working class as a motive force towards reclaiming political power from the racist DA is fundamental. A strong ANC, united Cosatu, mobilising SANCO and campaigning and vanguard SACP are our only weapon towards defeating the DA in 2016 and beyond.
