SACP Limpopo Province statement on Audit Outcomes by Auditor General that expose corruption and maladministration in Local Municipalities
22 August 2013
The SACP has noted the failure of municipalities to get the clean audit as revealed by the Auditor General as yet another confirmation of our view that the previous administration was riddled with fraud, corruption, maladministration. The audit has exposed lies of clean, efficient and effective governance fed on our people over the years by "The New Tendency".
The SACP is dismayed by poor performance of municipalities in the Province and calls for urgent intervention to stabilise this critical sphere of governance.
It is disturbing to note that in Capricorn, Molemole Municipality has failed to submit a single proof of document and this is a signal of the failure of the previous administration. In another incident the Blouberg Municipality literally failed to account for millions while politicians are busy frustrating workers on a daily basis, interfering with administration by charging leaders of Cosatu in order to fight political battles using state power.
We call on the MEC for Cooperative governance, Human settlement and Traditional Affairs, Mr Kgetjepe to intervene by placing such municipalities under section 139 (1) (b) of the Constitution by assuming responsibility for the executive obligations.
The SACP also congradulate those of municipalities that are doing well in utilising public resources effectively and being accountable. Those municipalities should share experience with others in the Province.
We declare confrontation against "The New Tendency" which, in order to shield maladministration in municipalities , seeks to practice name dropping that they supported a progressive line in Mangaung. The fact that certain individuals displayed support for the current ANC NEC including the President, must not be hijacked, abused and misused as a reason to allow corruption, maladministration and incompetence to thrive in municipalities without it being dealt with in a decisive manner.
