SACP KwaZulu Natal on the outcomes of the Provincial Council held at DUT, 10-12 September 2010

The South African Communist Party of KZN held its Provincial Council at DUT in Durban from 10TH to 12TH September 2010. The conference was attended by more than 600 delegates from 200 branches coming from throughout the province of KwaZulu Natal.

The council was encouraged by the robust recruitment drive that saw the KZN SACP growing massively from 14 000 to ABOUT 27 000 thereby becoming the leading province in the country in terms of growth.

The SACP KZN salutes the government, the Minister of Justice and Constitutional Affairs for acting on alleged corruption by some government and Ithala officials. We hope this will lead to more arrest since we strongly believe that the authorities has just scratched on what may be a deep act of corruption on state resources.

The SACP also call upon the board of Ithala to resign en mass or tell the public why they cannot step down in the light of the recently released Auditor General Report which is damning but confirm what we have been always saying about collapse of corporate governance at Ithala.

The KZN SACP reaffirms its support for the recent Public Service strike action. We are convinced that the fight was for a legitimate reason. The call for wage increase and issues of housing occupy one of the central issues affecting the working class and the poor. The SACP commit itself to work with COSATU to launch a Living and Social Wage campaigns.

The Council wishes the ANC success and tension-free NGC. We are happy to be part of such a historical organizational process and we promise that our attending the NGC will be guided by our responsibility to assist in strengthening the unity of the ANC and that between the ANC and its Alliance Partners. We are hopeful that the NGC will limit itself to discussing issues pertaining to realization of the five priorities of the organization and our government. We as the SACP will discourage any attempt by narrow individualistic or clique agendas and divisive interest designed to dissuade focus of the NGC like prematurely entering the succession debate leading up to the 2012 elective conference.

We welcome on board the ANCYL on the debate on nationalization but advice on broadening of the debate to include all strategic sectors of the economy, like the banking industry. The council strongly expresses itself against any type of nationalization that is bias towards BEEs and the political elite.

The SACP in KZN noted the renewed attacks directed to the President of the country and the ANC, comrade Jacob Zuma. It has become clearer now that there is a backroom alliance of the media, some business and the new tendency within the ANC and its Alliance who want to continue where the 1996 class project left about Zuma. There has always been a belief that the target has never been Gwede Mantashe, but as COSATU correctly warned earlier on, the target has always been President Zuma.

The SACP in KZN condemns with the strongest possible terms all attempts by the new tendency within the alliance including the media to treat the Office of the President of the ANC and of the Republic with disrespect. We will be engaging the ANC on our concern that the President has been left open to be mauled by old and new adversaries some of them masquerading as the new custodians of the ANC traditions and character. We call upon all South Africans to treat the highest Office with respect that it deserves.

The SACP notes the slow pace at which land is being redistributed back to its rightful owners and as such we commit ourselves to enter into a campaign to accelerate the redistribution of land through, amongst other things, calling amendment of the property clause in the constitution of the Republic. We commit our districts to engage with state organs particularly the municipalities to do the following:

  1. Audit the state owned land including the land that has been sold out. This audit should also include land owned by municipalities and state parastatals.
  2. Audit all properties (buildings) under the control of the municipalities.

We further commit ourselves to accelerate the campaign for the rehabilitation (renovation) of apartheid era houses which are in shocking state of dilapidation The SACP resolve to engage the government including municipalities to accelerate the rehabilitation of these houses.

The SACP in KwaZulu-Natal further commits itself to convene the following summits:

  1. Land and RURAL Development Summit, and
  2. Health and Education Summit (which we would hold together with Cosatu).

Districts of the SACP are instructed to engage their respective municipalities on the auditing of all state owned land and immovable properties.

The SACP is very much disturbed by the negative reports about the conduct of some public representative and officials of eThekwini Metro in the handling and management of procurement in the city. It is clear that self interest among city councilors has been put above the interest of the ratepayers. The SACP demand a publication of all officials and public representatives who have benefited section 36 tenders.

The SACP in KZN resolved to support the Young Communist League`s on their campaign for the free sanitary towels for poor women as well as their campaign for the establishment of the state bank.

We further wish the YCL a successful and revolutionary congress which will take place soon.

The SACP KZN strongly condemn the reported attack on SACP members in Motha, Machibisa in Edendale and the harassment of our members in Hammersdale
