Eastern Cape statement on declaration of interests by Party leaders and COSATU May Day rally

The South African Communist Party (SACP) in the Eastern Cape following the decision by its Provincial Executive Committee (PEC) meeting of the 11 - 12 April 2015, which agreed that all leaders of the SACP should declare their financial interests to the SACP integrity committee.

This will be done to ensure that none of the SACP leaders or activists embark on any form of financial activity that will compromise the standing of the SACP and that of the ANC led broad movement. All leaders of the SACP from the district level to the provincial level will declare their financial interests under oath to the SACP integrity committee. The integrity committee will then make necessary make recommendations to the SACP PEC on any financial interest(s) deemed to be compromising the standing of the SACP and that of the ANC led broad movement.

Part of what is to be declared in the SACP financial declaration form is the individual leader’s business interest(s), Any income outside work, Family members doing business where leaders benefit directly or indirectly, properties owned, etc.

The SACP is of the firm view that it is the business/ financial interests of the leaders which lead to many corruption cases, allegations of corruption, indecisiveness from leaders, etc. These interest lead to individual leaders defending themselves and their families and leave our formations naked. All corruption allegations whether true or not and all incoherence in decision making put our movement on public scrutiny.

We would like to encourage all the Mass Democratic Movement structures to embark on the same, so as to cleanse our formations of the individual interests.

The SACP integrity committee members are:

The comrades of the integrity committee have agreed to work tirelessly in ensuring that the integrity and the standing of the SACP and all its allies are upheld.

On the BCMM and the EC local state:

We are concerned by the developments in the Buffalo City Metropolitan Municipality (BCMM) as they put an unnecessary delay on the rendering of service to the populace of BCMM. We view the latest attempts to remove the BCMM Municipal Manager, Andile Fani without due process as stipulated in the statutes governing the Local Government.

We are of the firm view that the latest decision by a council meeting, in which public was barred from attending as a decisive setback on relative stability that we have seen in BCMM over the years.

The short circuiting approach is indicative of people who are hell-bent on squandering the resources of the institution for their narrow selfish interests of crass materialism and conspicuous consumption. They have made it their responsibility to remove every person they view as a stumbling block on the immeasurable desire of accumulation.

We are calling upon the leadership of the African National Congress (ANC) to take decisive action on all those who may be responsible for flouting processes in this regard. It is becoming a norm in BCMM that people put their personal interests above those of the organization and the people, by so doing put the name of the movement into disrepute and be no recourse. This has happened on the Ernst & Young report, Nelson Mandela Scandal, interference on the appointment of HODs, Removal of Mayoral Committee members, etc.

We retaliate our resolve that the state of local governance in the Eastern Cape requires a close attention from the leadership. The series of corruption accusation in the Nelson Mandela scandal in Nelson Mandela Metropolitan Municipality, King Sabatha Dalindyebo, O.R Tambo District Municipality, arrests in BCMM, etc are an indication of a bad state of affairs in the local state.

We are resolute that all these challenges require an alliance shared approach to deal with all the challenges in the institutions identified by the alliance as hot spots. The leadership of the alliance in the province must attend to all these challenges and act decisively to reinstate clean governance.

Disruption of COSATU Mayday rally:

As the SACP, we condemn with strongest contempt possible the failed attempt to disrupt the COSATU Workers’ Day Rally by the insignificant number of rented people. These counter-revolutionary elements who masquerade as genuine revolutionaries, who came to the rally to disrupt and provoke violence.

The 01 May signifies an important days on the workers of the world, it is in that context that we condemn the attempted disruption orchestrated by those who are hell bent on destroying our long standing ally, the COSATU.

We would like to applaud the majority of workers who attended the rally and remained disciplined in light of the occurrences. In them we as the party of the proletariat have dependable allies whom we will continue working with in building a strong COSATU. We commit to work with them to build a unified, militant, independent federation that committed to the alliance for there is no contradiction, instead this has always been our collective strength over decades of heroic struggles.
