Declaration of the SACP Linda Jabane District Congress

6 - 7 August 2011, Braamfontein, Metro Centre

We met with renewed energy and commitment in Johannesburg, Metro Centre over two days for our 7th Linda Jabane (Johannesburg) District Congress fo the South African Communist Party (SACP). We have convened together with comrades from the Young Communist League and our alliance partners, in a congress characterized by the spirit of comradeship and unity. We, the 102 delegates bearing the mandates of our more than 6400 members across the length and breadth of our District, adopt the following Declaration and commit ourselves to the Congress Programme of Action:

Entrenching the unity of the SACP

We regard the unity of the Party in the District as paramount. We commit ourselves that, no matter the outcome of the elections, we want a collective that will lead the Party in the District in accordance with its theory and practice, as a truly Marxist-Leninist Party of the working class, united under the current leadership of the PEC and the Central Committee and bound by the principle of Democratic Centralism.

Building and strengthening the Alliance

We note the structural weaknesses of the alliance and the leader of the alliance in the District. We further note some hostilities against the Party advanced by some class opponents within the alliance. In noting that the NDR, in our South African context, is the only direct route to socialism, we therefore commit to build and strengthen the alliance and the leader of the alliance, the ANC.

Build working class power in the workplace

In noting the building of the working class power in the workplace as a key dimension of the MTV, we commit to ensure that there is an SACP unit in each and every workplace in the District. We furthermore, call for the banning of labour brokers and the passing of the legislation to ban labour brokering with immediate effect.

Consolidating the working class hegemony in our communities

In building the working class hegemony in our communities, we realize the important role of the VD-based branches. We therefore commit to launch at least one VD-based branch of the SACP and the YCL in each and every on the 133 wards of the District. We further declare that Communists should be deployed in each and every community structure (such as the CPFs, SGBs, sports committees and many others).

Increasing our active participation in the state

As one of the key sites of power, we declare our interest in the state power and commit to actively participate to ensure that neo-liberal ideas and policies do not re-emerge and impact on the programmes of the City of Joburg. We commit to re-establish the PDF structure and ensure that the deployed communists are also accountable to the Party.

Declare war on our principal class opponents - capital

As a congress, we declare war on our principal opponents and their mouthpiece manifesting themselves in a demagogic way and tenderpreneurs. We will close ranks and ensure that the space for workerist and anarchist tendencies within the District is closed once and for all.

Pledge our full support to the current leadership of the SACP both in the Province and Nationally

We commit and pledge our unwavering support to the current leadership of the Party in the Province, under cde Jacob Mamabolo, and nationally under cde Blade Nzimande. We call upon those ill-discipline members of the Party who have been raising issues of leadership in the liberal media to refrain from doing so. As congress we commit that issues of leadership shall be dealt with within our structures.

Commit ourselves to play an active role in building and strengthening international left networks located with the District

We note the location of our District within the continent’s economic hub. We are cognizant of the fact that this has resulted in international left organizations as well as political and economic refugees locating themselves within the District. In line with Party’s commitment to play an active role in building a Southern African and continental left networks, we commit ourselves to strength and deepen ties with all left and progressive forces within the District.

Fighting poverty and unemployment

We also declare war on the triple challenges of poverty, unemployment and inequality in our District. We commit to work with fraternal organizations to fight this war which, in our view, is a class war.

Ideological work

Through our political education in our VD branches, workplace units and Party school, we commit to advance and deepen ideological work of the Party.
