Dear comrades:
We regret that we have not been able to send a representative of our Party to your 13th National Congress, which is to take place at the University of Zululand-Kwadlangeza on July 10-15.
We stand in awe of the way in which your heroic party has been able to move from clandestinity and repression to open organizing and agitation and then to partnership in government in a few decades. We also are impressed by the manner in which you are able to work as a team with your coalition partners, the ANC and COSATU, while maintaining your separate identity and your theoretical and ideological integrity rooted in Marxism-Leninism.
We would like, especially, to congratulate and thank the SACP also for the excellent materials you post on your websites which cover issues that are of relevance not only for your own country, but for workers` struggles all over the world. We have found them relevant for our own struggles, in spite of the differences in national conditions.
As we survey the African continent, we see a picture of instability, war, suffering and oppression, as powerful outside interests carry out what amounts to a second "Scramble for Africa" with a focus on gaining control of your continent`s natural resources for private profit. In this context, we have been following with interest and pleasure the project of the South African Communist Party in helping and mentoring progressive organizations in other areas of the continent. Your work in solidarity with struggles for justice on the African continent and beyond is also a source of great inspiration to all.
We in the Communist Party of the United States of America oppose any tendency of U.S. based monopoly capital and the U.S. state to interfere or intervene in the internal affairs of the African continent or in individual African countries. We are disturbed by the expansion of the activities of AFRICOM and NATO in Africa. In our opinion, the solution of Africa`s many problems is to be found in the cooperative relationships among African nations and peoples. We salute the South African Communist Party for working so diligently toward African unity, for social justice continent-wide, and for socialism.
Again, we greet all the comrades of the South African Communist Party on the occasion of your Party Congress, and we hope that it is a triumphant one.
