The South African Communist Party (SACP) in Skenjana Roji District, Buffalo City Metro, convened its district council on 17 January 2016 at the SAMWU Office in East London. The meeting was convened to take stock of the political, ideological and organisational state of the party in the district and adopt a programme of action for the year, including campaign programme for local government elections.
The District Council was attended by delegates representing SACP branches and our Young Communist League, Deployees from the Provincial Executive Committee and members of the District Executive Committee. The meeting considered and adopted political and organisational reports.
This was our first council after the passing of Cde Wonder "Bra-Nomwa" Ndwebisa, who served the party, the trade union movement, the ANC, the people and the country as a whole diligently. The meeting paid tribute to this outstanding leader of the communist and national liberation movement.
Joe Slovo Commemoration:
In the month of January, as communists, we commemorate the death of our former General Secretary, NEC Member of the ANC, MK Chief of Staff, Comrade Joe Slovo. We remain rooted in the teachings and ideological astuteness of Slovo who defied white supremacy, racism and all other ills of apartheid colonialism. As long as the SACP lives, Slovo will never die. His critical thinking, ideas, and commitment to the people will never die but remain a guide Party members.
Working with other stakeholders, the SACP in the District will convene an Education Summit in memory of Slovo. The summit will discuss the challenges facing education in the Eastern Cape, particular in the District and discuss what is to be done. The Joe Slovo Education Summit will help in identifying the short- and long-term solutions to the challenges facing education. It will also discuss what is to be done to defeat all the opportunistic tendencies within and outside the movement.
Local Government Elections:
The District Council adopted a programme of action to secure a victory for our people under the organisational leadership of the ANC, the leading component of our alliance.
The SACP in the district is concerned and angered by the candidate nomination process which is not alliance inclusive as envisaged in the ANC guidelines.
The nomination process has been high-jacked by factionalists for deployment for looting purposes. The SACP resolved not to campaign for imposed candidates, thieves and people facing fraud and corruption charges in the courts of law. The SACP will work with other alliance components in organising public meetings in all wards. This we will do in defence of the ANC and the people in general against corporate capture.
Alliance relations:
We are concerned by the deteriorating state of alliance relations in the district since the recent ANC Regional Conference. The factionalist and unilateralist posture of the new ANC leadership in the region has made it difficult for the alliance to work as a coherent force. There has been serious gate-keeping and purging of descending voice in the region. As the Party, we understand the reasons by those who formed a concerned group in the region, although we do not condone the action. The ANC regional leadership behaves as though there was no National Alliance Summit and the ANC National General Council which resolved
against factionalist tendencies.
The ANC in the district has for a period of time been inwardly focusing inwardly on negative energies. Meanwhile, some consider the municipality as a source of self-enrichment rather than a vehicle of dedicated service to the people. The responsibilities of leading the movement and society at large are neglected. This has led to the relative collapse of good governance in the Buffalo City Metropolitan Municipality and corruption is the order of the day. There has been consistent looting of public resources to fund factions within the movement. There has also been consistent purging SACP, COSATU and SANCO activists. This is led mainly by the Nelson Mandela Fraud Scandal accused, both within and outside the municipality.
