SACP EC special PEC statement

The South African Communist Party (SACP) in the Eastern Cape convened a successful special Provincial Executive Committee (PEC) meeting in Mbuyiselo Ngwenda District (Port Elizabeth) on the 28 February 2015 to 01 March 2015.

The meeting was held for the leadership of the party to satisfy itself with the state of the party in the Mbuyiselo Ngwenda District as part of taking forward the decision of the 7th Congress to build a strong SACP in the area. The PEC after having visited all sub-districts has satisfied itself with the state of the organization and subsequently put more measures in place to make our party stronger and focused.

The plan of the PEC will be executed over a period of time as challenges in the area are deeper and coordinated by forces who are determined to kill the SACP if they cannot use it for their business interests. The PEC committed itself with the same determination to deal with these corrupt elements who want to destroy the democratic movement both within the party and outside.

On the passing of Saba Mbixane.

The meeting observed a moment of silence in paying our last respect to the much loved Saba Mbixane. We join millions of South Africans in sending our heartfelt condolences to the Mbixane family, Umhlobo Wenene FM,SABC and the people of South Africa. Saba Mbixane played an enormous role in uplifting cultural performance and social cohesion.

Saba Mbixane has indeed responded to the strategic task outlined in the 1969 ANC Strategy and tactics document which called for the mobilization of African people as the “main spring that must not be weakened”. “A stimulation and deepening of national confidence, national pride and national assertiveness on people that have suffered dehumanization for successive generations. Through traditional music, this is the task Saba Mbixane endeavored to respond to and for that we will forever be grateful to him as the SACP and thank his family for sharing this hero with the people of South Africa.

On the Amathole District R631 million Tender

The PEC expressed its concern on the report as contained in the Daily Dispatch of 28 February 2015 about a tender reportedly initially awarded to 4 companies but later given to one company without following procurement processes. If these reports are true, it once again represent one of the bad example of how individual business people and relatives to leaders can wittingly or unwittingly use their proximity to leaders of the movement to have an unfair advantage compared to other business people.

The other part of this concerning report which would constitute a gross injustice, is the possibilities of the millions secured in the name of the poor but used to buy luxury items without even constructing the toilets. This would be a direct assault on the resolve of the ANC led government to deliver basic services to people. The PEC expressed its principled position against any misuse or abuse of public resources and call for law enforcement agencies to get closer to the reports and follow due processes for wrongs that might be found to have been committed.

It is in this context that we retaliate the SACP 13th National Congress resolution on the de-tenderization of the state and building capacity of the state to deliver to the people. We believe that even in this instance local communities could have been the one that employed to build the toilets which would go a long way cushion the poverty stricken communities and save more resources from the limited resources.

We have also noted the growing intolerance of anti-corruption voices both within and outside our broad movement and yet corruption represents an immediate biggest threat to our collective progress. As the SACP, we vow not be intimidated as that would amount to the betrayal of the people as a whole.

Return of Moses Kotane and J.B Marks

The PEC meeting expressed its joy on the return of mortal remains of the two martyrs and outstanding heroes of our struggle for national and social emancipation, Cde Moses Kotane and Cde J.B Marks from Moscow, Russia. The SACP in the province will in remembrance of the contribution of Cde Moses Kotane, former SACP General Secretary have a ‘Moses Kotane memorial lecture” in Cradock, Chris Hani Region. The details of the lecture will be communicated in due course.

Conclusion

We concluded our meeting in high spirit more determined to build a strong and campaigning party as the only weapon in the hands of the workers and the poor.
