District Congress Declaration

23 September 2014

On the 20th September 2014, SACP Elizabeth Nana Abrahams District (Boland) covering covering areas from Ashton to Stellenbosch convened in its District Congress, at Khayamnandi high school in Stellenbosch. The Congress was held under the theme `The working class to the front to defend the National Democratic Revolution`.

The second, more radical phase of our transition

The Congress was attended by over 80 delegates from Branches, PEC members, leaders from alliance structures ANC, SANCO and COSATU. The main address was delivered by SACP 1st Deputy General Secretary Comrade Jeremy Cronin. The main thrust of his address was the role of the National Liberation Movement in advancing the Second Radical Phase of our revolution towards transforming the colonial character of our economy.

The Congress reaffirmed the perspective that the objective of creating an inclusive economic trajectory requires massive industrialisation, building manufacturing capacity and reducing the exploitative power of monopoly capital which has centralised ownership and control in various economic sectors.

New name of our district

The Congress renamed Boland to Elizabeth Nana Abrahams District. Nana Abrahams is one of the heroines of our movement and founder of the Food and Allied Workers Union (Fawu).

The district is characterised by the high levels of inequality, poverty and unemployment, resulting in massive exploitation and increased vulnerability of the working class. There is also a high level of racism and racial abuses based on unequal production power relations which were forged by colonialism and apartheid capitalist exploitation.

Farmworkers and struggle against exploitation and for social wage

The emergence of the farm workers strike which reinvigorated the necessity of national government to review the minimum wage for all farm workers across the country. Despite previous gains there are some farm owners who are determined to continue exploiting farm workers.

Central to our commitment in taking responsibility for our revolution, the SACP will defend the gains of farm workers and fight side by side with them to expand those gains.

Landlessness

The challenge of landlessness and resource deprivation undermines the gains achieved under the ANC-led government. There have been efforts to undermine meaningful transformation of production relations and economic participation of Black Farmers in particular on matters of transfer of fertile farm lands. It is against this background that the greedy and racist attitude of some farm owners which represent an old racial and disgusting attitude should rooted out. This will be coupled with, and streamlined in our struggle against racist monopoly capital and the defeat of the champion of apartheid conservation and neoliberalism, the DA.

Qina Msebenzi Campaign

Through Qina Msebenzi Campaign, working together with Fawu, we will make workers know their enemy and understand their rights and fight for to protect and expand them. In includes intensifying the struggle for social wage, including housing, education, public transport and better sanitation.

Local government elections

We will double our efforts in ensuring that all the municipalities are under the ANC through democratic electoral contest in 2016. Our first task is to deploy our Red Brigades to each and every street and rural area to mobilise for this victory.

When the ANC was leading the government the strategic objective was the prioritisation of working class through service delivery towards a better life for all! But under the DA there is marked regression in service delivery, reawakening of economic exclusion and deepening racial discord. The DA led government prioritises the interests of the rich who in turn fund the DA campaigns to maintain it in power.

Party building

We will broaden our membership to reflect the character of the SACP as the first non-racial political organisation in the country. The composition of the Party must reflect the existing population groups on the ground in each and every branch and district. More attention will also be paid on farm workers as the numerically strong section of the working class in our area to take a leading position in our membership composition, campaigns and Party Programme.

We will accordingly intensify our Red October and Know Your Neighbourhood campaigns across the district. It is through these campaigns that we will reach the broader working class and advance political education to confront the challenges that the class faces.

As Congress we have elected the following leadership to take forward the Party Programme in our district.
