The South African Communist Party in the Brian Bunting District (Cape Metro) condemns the inhumane police brutality in Cape Town captured in a video clip that surfaced on 07 March 2013.
The Clip shows white police officers together with some black security guards ganging against a black male in what eventually became an arrest. We are particularly outraged by the apartheid methods used by one police officer during this arrest, particularly in a Province where racism in getting entranced in the public institutions. Furthermore including the bullying of eye witnesses who exposed this barbaric act.
The dastardly act of kicking of the victim particularly in full view of the same public that the Police Service has a constitutional responsibility to protect is concerning. The human rights of the victim were extremely violated, as he was stripped naked and kicked in his genitals in a manner that reminds us of the old regime police brutality.
This is reminiscent of the brutal murder of Steve Biko in the hands of apartheid police. To us, this reflects that there are still remnants of our ugly past that resist the transformation of our institutions and that have not internalised the democratic ethos.
We note the current investigation by SAPS in the province, however we call upon the IPID to speedily investigate this matter to the fullest and institute criminal proceedings against anyone who was involved in this inhumane act.
This will ensure that justice is done and the primary constitutional right of the victim, particularly the "right to dignity" is restored. This is also an opportunity for the management of the South African Police Service to conduct introspection and strengthen the police structures to be the partners and not enemies of our society.
