Statement of the SACP Phillip Radebe (Ehlanzeni) District Executive Committee meeting held on 21 October 2012

The Mpumalanga Provincial Executive Committee (PEC) of the SACP, came to the determination to dissolve SACP Phillip Radebe District Executive Committee (DEC) which was elected by the Fourth District Congress in 2011. An Interim Leadership Core (ILC) which has all constitutional powers and the responsibility to take the district to the 5th congress has been appointed. The new DEC held its first meeting on the 21st October 2012 at NEHAWU Ehlanzeni regional office to process various political and organisational programs.

On the Marikana tragedy, the DEC characterised incidents leading up to that unfortunate incident and several other strikes in the platinum and gold sector. Some sporadic incidents show a protracted move to weaken NUM and consequently COSATU and our Mass Democratic Movement in general to the benefit of mining bosses and monopoly capital. The DEC however acknowledged weaknesses within unions affiliated to COSATU which should be systematically addressed as they are a reflection of internal weakness.

The DEC will pursue the spirit and theme of the Red October campaign to assist the communities to benefit from service delivery and deal decisively with corruption.

The DEC emphasised the building of Voting District-based branches to monitor and service membership while building strong SACP hegemony in communities. The SACP is of the view that the SACP branch is one that will close the social distance between leaders and the community.

The DEC reaffirmed the importance of the alliance in the achievements of the objectives of the National Democratic Revolution and resolved to have bilateral meetings with the ANC, COSATU and SANCO.

This DEC came out boldly against any form of ill discipline within the ranks of the Party which should be unapologetically confronted with iron discipline. However, the DEC acknowledged the urgency to hold a political school to ground members on the Marxist-Leninist ideology.

On the ANC 53rd Conference in Mangaung, the DEC holds the view that the principle of continuity and change should guide the delegates. So far there are no compelling reasons to remove the leadership core of the Polokwane Congress. In fact under the leadership of Cde Jacob Zuma and Cde Gwede Mantashe, the ANC has been able to grow in size and has delivered on the mandates given to them in Polokwane in 2007. More must still be done but delegates must not surrender the ANC to demagogues and tenderpreuners.

We also call upon the members not to surrender to the ideological manipulation of the prophets of doom, the antimajoritanian society and some sections of the media who have a tendency of undermining attacking the president of the country to the point undressing him in public. We will defend our hard won democracy.

On the Young Communist League of South Africa (YCLSA) in the District the DEC noted that the structure was not as vibrant as it should be and elected to meet with YCLSA provincial leadership to craft a way forward. A weak YCLSA does not bode well for a strong vanguard SACP. The YCLSA whilst autonomous but is certainly not independent.

The DEC further assigned members to sub-districts, Voting Districts, Commissions, COSATU affiliates, Constituency offices, COSATU Locals, this in order to deepen our Medium Term Vision and South African Road to Socialism to consolidate working class hegemony and build capacity and momentum towards Socialism. The DEC reaffirmed its loyalty to the resolutions and discipline of the SACP and will always draw its strength and discipline from the teachings of Karl Marx and Lenin.
